Disabling hibernation fixes it. I appear to be having the problem with windows 10 that prevents windows from staying asleep. IMHO this is a device driver bug because nothing on my network is doing anything that should be forcing a wake from low power state... Dell Xps Will Not Shut Down I turn off my PC completely.

The event viewer showed the wake reason as "unknown." Shutting down did the same exact thing. Dell Xps 13 Restarts On Shutdown Event viewer shows an unknown wake up cause. The moment it turns off it restarts.

One thing that I thought of is that by default the computer would try to hibernate 3 hours after in standby.
