Both result in 16 GB recognized.To reiterate the debugging I've done.(1) Slot 1 and 3 populated, Slot 2 and 4 no sticks. 16 GB recognized Win7, BIOs and CPU-Z(2) Slot 2 Boot from the CD, and leave it running for at least 5 or 6 passes.
